ADR-0022: No silent semantic fallback

Context

A superficially working fallback can silently remove Decisions, resume guarantees, or policy controls.

Decision

When a selected provider strategy/runtime cannot provide promised capabilities, Forge reports the failure instead of auto-switching to a weaker semantic path.

Consequences

Explicit user choice of a weaker mode is allowed after consequences are visible.

Change rule

If implementation evidence proves this wrong, update the canonical architecture/product document first and then supersede/amend this ADR. The ADR is not allowed to keep current docs stale.
